New leadership strengthens legal services oversight

The Legal Services Board welcomes three new senior appointments to enhance regulatory effectiveness and consumer protection
The Legal Services Board (LSB) has announced the appointment of three senior figures aimed at bolstering its oversight capabilities and improving outcomes for consumers using legal services. With the legal sector evolving rapidly due to technological advancements and shifting consumer requirements, it is essential that regulators effectively respond by identifying emerging risks and implementing robust protective measures. Shona Barton takes on the role of Director of Regulatory Oversight, bringing substantial regulatory experience from her previous role at Ofcom where she established its first regulatory supervision function. Sam Wood, who is currently Head of Enforcement at Ofgem, will serve as Head of Performance and Oversight, scrutinising regulators' adherence to the LSB’s standards. Atika Thomson, joining as Head of Policy Development & Delivery from her senior positions at notable agencies, will help in executing the LSB’s strategic vision. Shona and Sam are set to begin their roles in January 2027, while Atika will commence in December 2026.
LSB Chief Executive Richard Orpin expressed his excitement about the new appointments, stating "I am delighted that Shona, Sam and Atika are joining our senior team. They each have significant experience in effective, proportionate regulation, and they share a clear focus on making regulation work well for consumers." Shona remarked on her new position, saying "I am honoured to be joining the LSB at such an important time. I look forward to working with regulators, consumers, and stakeholders to embed a risk-based approach to our oversight, improve consumer outcomes, and maintain trust and confidence in the legal services sector." Sam echoed similar sentiments, stating "I’m delighted to join the Legal Services Board. I look forward to bringing my regulatory and enforcement experience to the role, supporting strong oversight, effective performance and a continued focus on delivering better outcomes for consumers and the public." Atika added, "I’m really pleased to be joining the Legal Services Board. Throughout my career, I’ve been passionate about making regulation work better for those it serves, and I’m particularly looking forward to working together to deliver meaningful, lasting change that benefits everyone who relies on legal services."
These appointments reflect a proactive approach by the LSB to ensure that the regulatory framework adapts to ongoing changes within the legal sector, ultimately safeguarding better outcomes for consumers.
