New appointments to the MOJ board

The Deputy Prime Minister has approved the appointments of Rob Whiteman CBE and Justin Russell to the Ministry of Justice Departmental Board
In a significant move for the Ministry of Justice (MOJ), the Deputy Prime Minister, Lord Chancellor and Secretary of State for Justice, has recently endorsed the appointments of Rob Whiteman CBE and Justin Russell to the MOJ Departmental Board. Rob Whiteman CBE will take on the role of Lead Non-Executive Director for a term running from 5 May 2026 to 4 May 2027, while Justin Russell will serve as a Non-Executive Director for three years, commencing on 11 May 2026 and concluding on 10 May 2029.
Non-Executive Directors play a crucial function within the board, consisting of senior individuals from outside the department who bring a wealth of knowledge and experience. They provide vital guidance and advice to MOJ leaders and ministers, support and challenge management regarding the department’s strategic direction, and assist in monitoring and reviewing progress.
Rob Whiteman CBE is a well-respected figure in public service. He has held various prominent positions including Chair for ReSI PLC and Cluster Chair for multiple NHS organisations. Additionally, he serves as Treasurer and Council Member at Queen Mary University of London and has taken on significant leadership roles at National Highways. His extensive experience encapsulates over two decades, during which he held four CEO appointments, the latest being at the Chartered Institute of Public Finance & Accountancy until 2024.
Justin Russell brings a wealth of experience from his previous government roles, including serving as Director General for Children and Families at the Department for Education and HM Chief Inspector of Probation before that. His expertise in the justice field is substantial, having led the Justice Analysis and Offender Policy and played a pivotal role in the Prison Safety and Reform Programme. Russell's background also includes a stint at the Department for Work and Pensions, underscoring the breadth of his public service experience.
These new appointments aim to strengthen the MOJ Departmental Board, ensuring a robust and diverse leadership team capable of tackling the challenges faced within the justice sector.
