In his keynote speech, CMA Chair Doug Gurr commits to predictable regulation to enhance business growth across the UK
In a thought-provoking keynote at the International Chambers of Commerce's UK Competition Conference, Doug Gurr, the newly appointed Chair of the Competition and Markets Authority (CMA), delivered insights into the vital role of consistent regulation amidst current global uncertainties. Addressing a packed audience at Clifford Chance LLP, Gurr expressed gratitude for the opportunity to speak once again, light-heartedly noting, “It’s always promising to be invited back – it suggests I didn’t slip up completely last time.”
Gurr remarked on the pressing need for growth in the UK, reflecting on the various challenges impacting both national and household budgets, including geopolitical tensions and rapid advancements in technology. "Last year, I spoke about the importance of competition and consumer regimes in driving growth and household prosperity," Gurr recalled, emphasising that this necessity remains more acute today than ever.
As he outlined his commitment over his expected five-year tenure, Gurr emphasised a pledge to maintain a stable and predictable regulatory regime. He likened businesses to farmers who need clear expectations about the seasons to plan their futures, stating, “Businesses are much the same; they need clarity and predictability throughout the seasons to grow.” This approach aims to foster an environment where businesses feel confident to invest long-term despite external challenges.
In addition to maintaining predictability, Gurr also underlined the need for continuous improvement within the CMA. He pledged to enhance the authority's operational agility and cooperation. He introduced the concept of the 4Ps – pace, predictability, proportionality, and process – as guiding principles driving transformation within the organisation. "The best example is our mergers regime," Gurr noted, showcasing the CMA’s progress in streamlining its procedures and making them more transparent for businesses.
He further highlighted the importance of collaboration with the government on pro-competitive policies, underscoring how public procurement could be more effectively utilised in national interests. Gurr pointed out that, with the UK's significant government spending, opportunities exist to support competition and innovation within the procurement framework.
Finally, he stressed the importance of transparency in regulation, declaring, “It’s not enough for us to set the rules of the game – we need to be as transparent as possible about what they are.” This commitment aims to ensure that businesses understand the regulatory landscape, fostering a level playing field that encourages fair competition.
