The Court of Appeal will hear a test case on the statutory 12- week period in which a local authority should conduct its annual review and produce an amended education, health and care (EHC) plan for children and young people with special needs. Many local authorities take months, and sometimes even years, to amend an EHC plan following a review. This delays the right of parents to appeal. In January 2020, 390,100 children and young people in England had local authority-maintained EHC plans in England. 3 November 2020
