A Dutch court has refused to extradite a suspected drug smuggler to the UK because of the risk he could be subjected to 'inhumane or degrading treatment'. The defendant would likely have been held in HMP Liverpool, in which, according to a 2017 report from the Chief Inspector of Prisons, 'many cells were not fit to be used and should have been decommissioned. There were hundreds of unrepaired broken windows, with jagged glass left in the frames. Many lavatories were filthy, blocked or leaking. There were infestations of cockroaches in some areas.' 11 May 2019
