Birmingham City Council appoints Lovell Partnerships

Trowers & Hamlins has advised Birmingham City Council in appointing Lovell Partnerships for a major regeneration project

International law firm Trowers & Hamlins has played a significant role in advising Birmingham City Council on the appointment of Lovell Partnerships Ltd as the chosen developer for the ambitious £1 billion Druids Heath regeneration project. This newly established partnership, lasting over two decades, aims to transform the existing council estate through an extensive investment and rebuilding programme that is set to deliver approximately 3,500 new homes. Notably, 51% of these homes will be designated as affordable housing, in addition to substantial upgrades being made to existing council properties.

Lovell, a national housing specialist, has extensive experience working with partners across a full range of services from land acquisition to the construction of new homes. The collaboration between Lovell and Birmingham City Council is designed to leverage their combined expertise, funding, and delivery capabilities to meet the specific needs and priorities of both current and future residents. This strategic alliance underscores the commitment to revitalising the community and enhancing living conditions in the area.

Trowers & Hamlins provided comprehensive legal assistance to Birmingham City Council, advising on various aspects including procurement, real estate matters, the partnering agreement, as well as planning, construction, and governance issues. Kerry Scott, Project Director for Birmingham City Council, remarked "These are very large and complicated projects, and we have been delighted with the long-term specialist support we have received from Trowers & Hamlins." This sentiment echoes the complex nature of such extensive redevelopment initiatives.

Chris Plumley, Partner in Real Estate at Trowers, expressed his enthusiasm for the project, saying "We have worked on this scheme for many years, and it is a privilege to advise Birmingham City Council on this very worthwhile regeneration. The commitment to delivering affordable housing, social facilities and decent homes reflects both the significance of the project and Trowers' dedication to supporting the public and housing sectors."

The dedicated Trowers team leading this initiative comprises Chris Plumley (Real Estate), Rachael Hobbis (Construction), Vicki Palmer (Partnering), and Rory Stracey (Planning), all of whom have contributed their legal expertise to ensure the success of the Druids Heath regeneration project. The collaboration signifies a promising future for the residents and neighbourhoods involved in the transformation process, paving the way for enhanced quality of life and community cohesion.
