Rt Hon Alex Norris MP delivered a compelling speech upon his appointment as Lord Chancellor, emphasising a commitment to rule of law and judicial independence
In a momentous occasion at the Royal Courts of Justice, the Rt Hon Alex Norris MP was sworn in as the new Lord Chancellor on 1 October 2026. His speech, delivered with heartfelt sincerity, focused on the importance of the judiciary and the role of the Lord Chancellor in upholding the rule of law. Norris began on a personal note, noting “these robes hang heavy both figuratively and literally,” while thanking Lady Chief Justice for her generous welcome.
He highlighted the necessity for the Lord Chancellor to collaborate closely with the senior judiciary, stating how crucial it is for justice to be served effectively. Norris expressed his admiration for both the Attorney General and the Solicitor General, praising their extensive legal experience and commitment to justice. He especially acknowledged the legacy of his predecessors, including the notable Ken Clarke, whose dedication to decency and hard work set a precedent for the office.
The speech delved into the historical responsibilities of the Lord Chancellor, underlining the significance of maintaining the rule of law and the independence of the judiciary. "The rule of law requires an independent judiciary to uphold it," Norris remarked, recognising that these principles are interdependent and foundational for society. He asserted that, while various individuals have held the office with differing philosophies, the responsibilities remain unchanged and vital.
As he navigated through various themes, Norris articulated the essential need for reliable institutions in society. He remarked on how “trust in them has to be earned,” which resonates deeply as people depend on institutions like the courts and the NHS in their daily lives. Reflecting on the current global climate, he acknowledged that “across the world, aspersion is increasingly being cast upon those values”, which further emphasizes the importance of judicial independence and the rule of law.
Norris also addressed the evolving threat to judicial officials, underlining the importance of providing adequate security measures alongside substantial resources to support efficient court functions. He noted the significant consequences of delays in justice, stressing the necessity for reforms that ensure timely resolutions for all involved.
Concluding his speech with a promise to the judiciary and the public, Norris committed to listening, learning, and continuously striving for improvement in the justice system. He emphasized that the office of the Lord Chancellor will always be defined by its obligations rather than the individual occupant, a sentiment that underscores the timeless responsibility he has undertaken as the fresh face in this historic role.
